A solution
It is possible to heat and cool buildings without any fuel combustion. Even so, 80% of the heat and cool provided to buildings in the European Union is fossil.
We tackle this challenge by creating awareness about alternative heat sources and create a business case for a smart system with decentralized heat supply and storage units for intra-day and intra-seasonal use.
There are 3 types of Thermal Energy Networks
Heat only
For areas with no or low cooling requirement
Hybrid heat & cooling
For areas with a need for both heating (in winter) and cooling (in summer)
Cooling only
For hot areas with no need for heating
We work with all three types.
Research has shown that 35% of the heating and cooling demand in the EU could be met by waste heat, an asset with limited use today. We aim to maximize the use of waste heat in any network: doing so, cities make us of energy generated by their citizens every day

Our offers
Our mission is to secure your heat transition. By using one or several of our services you can move from idea to a solid and funded plan. If you start from scratch, we advice you to start with offer 1, and continue on with the remaining packages to obtain a robust district heating system.
Transition support for companies, cities and countries
We support you to understand what to do, what to build and how to finance it.
Investor support
We have identified that investors are often new to the asset class of district energy and we are happy to support in or develop educative actions for you and your organization.

Transition support
For companies, cities and countries
Who are you?
You are a decision maker in a company, city or country. We help you to understand:
- What actions to take and when
- Investments to undertake and their bankability
- How to finance your transition plan
- We validate that short term investments and long-term goals are aligned
How do we work?
Transition pathway
Based on the model output our team identifies what your short and long term goals are and we identify the most cost and energy efficient transition pathway for you. This work can also encompass market and policy design. We build an energy systems model of your assets, or planned assets.
Investment project
We break the transition pathway down into investment projects for which a bankability assessment is done. The investments are prioritized and an investment timeline is built.
Financial model
If you want to proceed to undertake the investment, financing must be secured. A financial model for the project is designed. If desired, we can support in matching relevant investors to your investment plan
What should we build? When should we build it? How should we finance it?

Investor support
Who are you?
An investor interested in district energy. We help you to understand:
- The district energy market and routes to it
- The impact of the EU Taxonomy on your district energy investments
Through research projects and desk research we have established a database on district energy markets in Europe. Every investor has a unique interest and to tailor to it we will perform additional desk research and, if needed, undertake interviews in relevant markets to give you the best available information.
We have identified that investors are often new to the asset class of district energy and we are happy to support in or develop educative actions for you and your organization.

About TEN21
Thermal Energy Networks for 21 degrees of indoor comfort, TEN21, is a collaboration platform between experts across the district energy value chain.
The idea was born during the Helsinki Energy Challenge, launched to support the city of Helsinki to decarbonize its district heating system from gas to other alternative but not resorting to biomass. The competition was launched by the city and TEN21 partners were amongst the 10 finalists (2021). For the challenge, an energy systems model was built for Helsinki and a first transition and investment plan was built. Since, the partners have identified that many decision makers in companies, cities and countries need support to move from their current state to a desired state, TEN21 has the supporting role. Founding partners are the Swedish Environment Research Institute, initiative led by Kristina Lygnerud and Resourceful Futures, initiative led by Chris Garside.
